A few words about the Prefer Assignment Selection process.

 

Vacant position are posted within 30 days and then filled by seniority by the Preferred Assignment Register (PAR). If the PAR is exhausted employee who made written request for a downgrades (assignment to lower level) are considered, then the Promotion Eligible Register (PER) is used.

 

The Notice of Intent (Posting) has a closing date and time. Prior to this time employees may submit and a PAR or a letter requesting downgrades to positions formerly held or to positions they are qualified for. Submit these to your supervisor, have the supervisor sign the form. Make sure you date the form. A back stamp is suggested. As always be sure to KEEP A COPY of the form with both yours and the supervisors signatures.

 

PAR selection forms, bid sheets, dream sheets are obtained from your supervisor.

 

Information on the bid sheet is confidential information. Supervisors and managers should not be discussing your selection amongst themselves or be sharing the information with your peers. Likewise, management has no right to come ask you what your intentions are concerning your bid preference. If that happens please bring it to my attention.

 

Once you fill out a preferred assignment sheet it remains active until you submit out another one. You can submit a new form three times during each calendar year with an additional freebie in January. Please look over the attached sheet.

Some information straight out of the National Agreement. Copies of the entire agreement are available at the union office.

 

The employee shall indicate preference(s) in numerical order for any vacancy that may occur during that year, including tours and days off that they prefer over their current duty assignment.

 

If requested, an employee will be allowed to review the preferred assignment registers and the employee’s own preferred assignment selection form(s).

 

An employee may submit a new or amended preferred assignment selection form in the following situations:

a. the employee is promoted;

b. the employee’s duty assignment is eliminated;

c. the duty assignment would result in the employee being assigned closer to the employee’s place of residence;

d. because of substantiated medical or health reasons whereby continuation in the

employee’s present assignment would be harmful;

e. three times during each calendar year, an employee may submit additional preferred

assignment selection forms. The times selected for submitting the additional preferred

assignment selection forms shall be at the option of the employee

 

 

Any unassigned employee who fails to submit a preferred assignment selection form, or who fails to be awarded a duty assignment of his choosing may be assigned to any vacant duty assignment.

 

 

3. Lateral transfers, that is, transfers in the same level, but to a different occupational group shall be determined in the same manner as promotions.

 

5. To fill a vacant duty assignment at levels PS-7 and above, a notice of intent will be posted to fill the vacancy and all residual vacancies using the preferred assignment eligibility registers and/or promotion eligibility registers, as necessary, until a level PS-6 Maintenance Craft vacancy occurs. To fill a vacant duty assignment at levels PS-4 through PS-6 a notice of intent will be posted to fill the vacancy and all residual vacancies using the preferred assignment eligibility registers and/or promotion eligibility registers, as necessary, until a level PS-3 vacancy occurs. assignment at levels PS-3 and below, a notice of intent will be posted to fill the vacancy and all residual vacancies using the preferred assignment registers and/or promotion eligibility registers.
